The Government of Canada has unveiled its new multi-year immigration levels plan, which is set to welcome 1.3 million new permanent residents across various immigration categories by the end of 2021.
The plan revises its previous targets for the years 2019 and 2020 and provides details on admissions targets for Canadian permanent resident status in the economic, family class, refugee and humanitarian immigration categories.
The overall immigration targets for 2019 and 2020 have been increased by 800 and 1,000, respectively. The plan also establishes an overall target of 350,000 new permanent residents in 2021, which the Government of Canada equates to nearly 1 per cent population growth.
As part of the updated multi-year plan, Immigration, Refugees and Citizenship Canada (IRCC) has allocated an admissions target for 2021 that is 18 per cent higher than that of 2018 for Express Entry- ed programs: Federal Skilled Worker (FSW) Program, Federal Skilled Trades Class (FSTC), and Canadian Experience Class (CEC).

Revisions made to the 2019-2021 Canada Immigration Levels Plan
- 2019: The federal government plans to resettle an additional 1,000 vulnerable women and girls as refugees. The overall level's target for the Refugees and Protected Persons category has been increased by 800 admissions.
- 2020: The Government of Canada has moved 700 admissions from the Blended Visa Office Referred Program to the Government-assisted Refugee Program.
- 2021: IRCC has also increased admissions allocated to the Economic Class by 6,500 from the previous multi-year plan and 2,500 to humanitarian immigration categories.
