The Manitoba Provincial Nominee Program issued 592 new Letters of Advice to Apply for a provincial nomination in a draw that took place on June 21.

Out of the 592 Letters of Advice to Apply (LAA) issued, 114 went to candidates under Manitoba's Express Entry sub-stream. Express Entry candidates whose application for a provincial nomination is successful receive an additional 600 points toward their overall Comprehensive Ranking System (CRS) score.

This is the fifth time this year that the MPNP has issued invitations through its Express Entry-linked sub-stream. The lowest-ranked candidate invited in this draw had an EOI score of 562.

Another 213 Letters of Advice to Apply (LAA) went to candidates under the Manitoba Skilled Worker in Manitoba Stream with the lowest-ranked candidate invited at a score of 522.

A total of 150 LAAs also went to candidates under the Skilled Worker Overseas Stream who have:

  • a close relative residing in Manitoba or past education or work experience in Manitoba;
  • at least 6 months of recent experience in an occupation on Manitoba’s In-Demand Occupations list; and
  • a minimum language proficiency of CLB/NCLC 5 unless work experience is primarily in a regulated occupation (minimum CLB/NCLC 7) or a compulsory trade (CLB/NCLC 6).

An additional 115 LAAs were issued under the Skilled Worker Overseas Stream's Strategic Recruitment Initiative.

The province's Strategic Recruitment Initiative includes recruitment missions, where provincial representatives interview foreign skilled workers overseas and later issue LAAs to individuals who meet the Manitoba Provincial Nominee Program (MPNP) (MPNP) eligibility criteria. In order to be considered, individuals must first submit a formal Expression of Interest (EOI) to the MPNP. In addition, the MPNP may invite people who have undertaken a pre-approved Exploratory Visit and passed an interview with a program official.

The MPNP conducts periodic draws based on an Expression of Interest (EOI) system wherein potential candidates submit an EOI to the province and their profiles are assigned a score based on the answers provided in the MPNP's online system. The highest-scoring candidates from the EOI pool receive a Letter of Advice to Apply for a provincial nomination from the Government of Manitoba.

Skilled workers in Manitoba and overseas who have received a LAA in the June 21 draw and whose application for a provincial nomination is successful, may later apply to the federal government for Canadian permanent resident status.

Submitting an EOI is a candidate's first step to immigration to Manitoba through the MPNP.
