Young Proffesionals age allowance and time frame.

Hey guys,
I have two questions regarding to the Young Professional Program.

1. I know that the age limit is 35 inclusive. But I am wondering is, am I eligible up until my 36 bday, or 35 bday?

2. If in fact I am eligible, I need to wait 6months after the expiry of my working holiday work permit before I can apply for young professionals. My permit expired in June 2017, I applied for extension and was refused. Am I eligible to open a profile 6months from June, or 6months from the end of my implied status, September.

I'll be thankful for answers.

2. There's no implied status with IECs. So six months from June 2017.
