just wanna ask ,,who is responsible for all the cost ,,i was hired from my country with temporary working permit
and now im a permanent resident here in saskatchewan..but before when we came here the company that hired
us deduct everything from our paycheck.including the payment for the agency from alberta who process our applications..
it cost abobut $7000cdn..plus airfare..and also the payment for the local agency in our country.. pls helps us...

It was illegal for them to charge you.
 
It is the employers responsibilty, I am an employer that sponsors people semi -regulary and we never charge our employee's for the immigration fee's or the flight. Its the companies decision to bring you to Canada so its there ultimate responsibilty. This sounds to me like someone that is scamming new immigrants that are not aware of thier rights. I would contact the labour relations board, they are there to help you in these kinds of situations and can assist you in getting your funds back and let you know exactly what they can and cannot do, Here is a link to the board in saskatchewan:

Dont hesistate to call, this is a perk of being Canadian, we have resources to protect your rights, so please utilize them and hopefully this employer wont scam future immigrants !
 
It is a serious offence to charge employees for job placement fees, transportation from home country to place of work, health insurance until covered by the Provincial medical, are all to be paid by the employer. If reported and proved, an employer who does this can be banned from hiring foreign workers for a period of time.

I think that you will find that NOC A,B or O TFW don't get their transportation paid, while NOC C& D do by the employer. Here is the HRSDC contract for NOC C & D. http://www.hrsdc.gc.ca/eng/workplaceskills/foreign_workers/forms/annex2-e.pdf

Note the following:

13.The EMPLOYER agrees to assume the transportation costs of the round trip travel of the EMPLOYEE between his/her country of permanent residence and place of work in Canada
It is the EMPLOYER'S obligation and responsibility to pay for the transportation costs and they cannot be passed on to The EMPLOYEE

In Alberta, it is against the law to charge the employee for the cost of employment agency to hire him. I was working for an employer who tried this. They had entered it into the contract for the workers that if they did not fulfil their contract length, they would have to reimburse the fees to the employer. When some people quit, they tried to bill them $2000 which they said was their cost of having an employment agency fill out the paperwork for them but some of them asked the labour relations and were told that it was against the law to ask for this and would never hold up in court. Hence they refused to pay and the employer could not do anything to them.

I do not know if it is the same in SK though but the employment agency being in AB and you being in SK makes it already a bit iffy. Ask the labour relations in SK about this. They should be able to tell you what your rights are. You may have a case against the employer.
