If they ask for money it's a scam. Did you apply for a job with them? You need to provide much more information. Start by showing us the letter (excluding personal details). You can usually see by the letter if it's a scam or not, as it has ridiculous terms of employment, bad grammar etc

Nobody in a Canadian embassy will help you in making a visa application. That alone is sufficient to identify this as a scam.

You have to find an employer that is willing to go through the LMIA process. Generally employers will not hirie someone who is not in the country, as this process costs money and they have to advertise the job for 2-4 months to make sure no canadian can do the job.
