Where to upload IELTS in EE application

I can not see anywhere they have asked for iELTS document?

they don't ask for it. I included it with education docs. or add it in the LOE. But its not actually needed.

You don't need to upload it in your application as you have mentioned the IELTS Ref number in the corresponding section. CIC will verify the results from their end using that ref number.

But in case you want to upload it, you can combine it with other education documents and upload it there.
