What will be the point cutoff?

Mostly in November 2016 when Ontario would have its nomination quota for 2017. Check this link for more details http://www.ontarioimmigration.ca/en/pnp/OI_PNPINTAKE.html.

This is what it states 'Ontario anticipates that it will receive its 2017 nomination allocation from the federal government before the end of November 2016, and the province expects to be in a position to accept applications for some streams in six months'.

As Stanlee said, probably not before November at the earliest.

As for the cut-off, nobody can say for sur whether they will keep the minimum points for OINP at 400 or change some of the rules when they reopen.

Only time will tell...
