What can I do if my employer doesn't issue a reference letter?

I have a question about proof of funds as well.

My husband and I have arranged for funds on our own and our parents have contributed to that as well.

Would they question the source of those funds at the time of submission of proof of funds?

Also we have a score of 471. Can we expect an ITA by the end of next month?

1. For the funds that you have received from your parents, you will have to execute a Gift Deed and submit bank statements of the sender and beneficiary to show the fund transfer. You should submit a Letter of Explanation detailing out your case with regard to proof of funds. Additionally, you will have to submit the Bank Certificate and your 6 months bank statement. If you are maintaining any funds in any joint account, then the co-applicant will need to give a self declaration stating that he/she is a co-applicant in the PR application and has no objection towards to the funds being used for migration purpose.

2. 471 is a good score. Personally, I feel that the score will come down in the next few rounds of invitation and you stand a chance to get direct ITA.

If we choose to decline the ITA when we receive one, then

1.) What are the repercussions of that?
2.) Will we still be a part of the pool of applicants? If yes then when will we be considered again for an ITA?
3.) HOw many days before the 60 day deadline can we refuse and ITA?
4.) Is there any penalty in the form of number of weeks or money?
5.) Will we have to create anew profile or the existing profile would be valid.

I am sorry to throw so many questions at you but this forum seems to be a one stop resolution provider for all queries related to Canada Immigration.

Another question I have is that do FDs be considered in the proof of funds or do they need the entire amount to be held in the account?

Also do we have to ensure that the complete amount of say 15000 CAD is held in the account when we respond to the ITA?

Yes, FDs will be considered as POF. You will have to submit FD Advice/FD Receipts for the same. It is not necessary that all funds should be held in a single account, but it should be in the name of the primary applicant.

Are the points updated automatically before one gets an ITA in case of any change. The case that I am referring to is the points associated to age. My husband's bday is on the 21st of this month and he is the primary applicant. Would our points decrease if we do not get an ITA till that time?

Yes.
 
you can always provide affidavit (with your job duties, compensation details, salary slips, offer letter, Tax returns copies etc) instead of employment reference letter

You mentioned the self declaration in case of Joint account, can you pls elaborate on it. I'm a secondary applicant, the FD certificate is available in my name and my spouse is primary applicant, she is named as Nominee in the certificate, who should provide the self declaration in this scenario?

Since the FD in question is in your name and your wife is the primary applicant, the self declaration has to be signed by you. You will have to state that you are the co-applicant in the PR application and FD is to be utilized towards settlement in Canada and you have no objection for the same. Your wife will have to submit a Letter of Explanation stating the financial instruments that would be used as POF and it should also have a reference to the self declaration that you would submit for the FD.
