When did you apply? since last couple of years they're doing a check in Sydney and they can send a RQ if there is any concern. In this case they transfer the file to the local office and put the note ON HOLD while waiting for the RQ to be received by local office. I think that's what happened in your case.

I sent the RQ documents in Feb 2013..its crazy..one and half year and still review not completed?

They are probably conducting security checks(which everybody goes through) to ensure you are not a threat to Canada and its citizens. Security checks are conducted by CSIS in collaboration with CIC/CBSA and is classified information, so you will never know(or be told) what the results were. They will inform you if there are any issues. So try to relax.

i gave up my greencard 6 months ago, i coulndt have use it anyway bc 1 year to move to usa already passed. but no, i never had problems with police from what i know.

If you applied in Feb 2011, longest scenario you should have gotten final decision (approved or rejected) by Feb 2014. It's now 42 months. You will have a good case if you use a lawyer. And you know what, if you have a plan to use a lawyer, don't tell too much stories in a forum like this.
