I know this is a weird question for this forum, I apologize that it's a bit off topic.

We are having our Canadian reception in a month. Since I'm from Texas we'd like to give out packets of bluebonnet seeds as party favors (so our Canadian guests can enjoy a little Texas at home). I've heard of people bringing in seeds and declaring them at declaration / customs but I'd like to get concrete proof that I can travel with them. Can anyone point me in the direction to find info?

I've looked here:
http://www.cbsa-asfc.gc.ca/publications/pub/bsf5082-eng.html#s6x7

And here:
http://www.inspection.gc.ca/plants/seeds/eng/1299173228771/1299173306579

But that looks to be for commercial importers.
