I went to Dubai last February to march with my employer and I cannot go back to Canada due to lockdown and I’m not PR yet. I decide to go back home in Philippines now I want to go back Canada but I can’t. I need to get OEC to go back Canada but they say I need contract to get OEC. I have Open work permit, visa category W-1 and only letter from my employer as my proof.what should I do so that I can go back Canada
