my husband applied for TRV since November 03rd ,2016. no update in CIC (status OPEN). till today January 25.2017 no answer from them. how to contact them ? the processing time is passed. even no biometric asked ?

today is almost 90 days past from my application applied on November 03,2016. nothing yet and not even requesting a passport or a phone call .
by the way i sent a email on January 10,2017 to CAS application and i explain my case that its has been over exceed time . and two days after they send me back :

Sometimes, some applications take longer. Just know why. I guess it's luck. Just give yourself till middle of March. Afterwards, consider calling them or withdraw and reapply
