Visit Canada while PR in progress -- from a non-visa country

I found a couple threads asking this question, but I didn't see my exact case.

As a U.S. citizen, am I free to visit Canada while waiting for my PR app (family class spouse) to be granted?

Yes you can visit canada while your application is under consideration.This might well be an exploration visit,to have an idea about Canada. There is no restriction on applicants while there application is in process.

You can visit, but if you're intending to stay in Canada with your sponsor, you're better off having him/her accompany you on your entry to Canada. If you are truly coming just for a short time, have proof of return itinerary and proof of your ties to the US (job, home, etc). And try not to have to mention that you have a partner in Canada and a PR ap in process. BTW - most IOs at the US/Canada border are not going to buy an "exploration trip to have an idea about Canada".

Exploration trip is officially recognised by CIC. They run seminars in Toronto and many other cities.Do attend these seminars, which are free,but you do learn a lot.
