UPDATE ON CIC WEBSITE

Hi,
I'd just like to know...............who EXACTLY updates the ECAS status on the website? Is it the CIC or the visa office? That may help me clear up my current confusion regarding my status update to "decision made" without a request for medical. Advice please?

both CIC & CIO updates it on their end. Decision Made prior to Medicals is a refusal.
