I believe a TRP is a visa given to visitors who are otherwise seen as inadmissable and can not qualify for a regular TRV (temporary resident visa) to visit canada.

no, a TRP does not give a person the right to apply for healthcare/welfare or unemployment beneifts. Generally, a person here on a TRP can not work or study in canada, unless they also have a valid work or study permit.

All that is required to get married in canada is the person must physically be there and fill out the marriage license in the municipality they are getting married. generally a passport is used to prove identity.

All a TRP allows you to do is visit Canada as a tourist. It does not allow you to live in Canada or benefit from the health care or social care system.

Also, TRPs are not given out like candy on Halloween. You need to have a "compelling" reason for them to be issued.
