I have the same question. I double checked my photos with a scale. I have no clue how they could reject my photos. Doesn't make sense.
Yea I too had photoshopped my pic very well. Couldn't go wrong. But my copr (and the photo) is now more than 6 months old. Maybe they want latest pic.

Yes, use private couriers like Fedex or DHL

PO Box 4500 – PRC Mailroom
Sydney, Nova Scotia
B1P 6L1

I checked for the addresses on IRCC website.. but could not find the one above, or a similar pin code address.

Also the location differs slightly on google maps. Please help with your inputs.

Hi I’m in the same boat I’m outside Canada and need to send my pictures again. So is it ok to use the address given on letter from outside Canada? And how can I check my process if PR card ? TIA for your help

Even I have a question, whether we should use the Canadian address in the FROM section, or use the current city address in the FROM section while sending the photos.
I think you should use current city and country

If you send the photos by courier, you should use the 2nd one. I recommend you use it as below if you want to courier. (If you are outside Canada better to use courier than normal post, unless you courier the photos to a friend in Canada and ask him to post the photos to CIC for you).

Yes, just post and use the address from where you are, it’s not an issue
