I'm aiming to get PR visa through EE as skilled worker as I hava 6 years work experience.
I'm also looking forward to work and study in Canada after having PR visa
How can I gain information regarding working and studying as a permanent resident?
How much fees I need to pay for studying?
Do I need license to practice my job as I'm a civil engineer?

You will pay domestic student fees to study in Canada once you are a PR. You will need to research what these fees are on the college / university web sites. Fees are different for different schools and programs.
