statutory declarations as proof of relationship

Hello again.
I just wanted to clarify
Does the 2 statutory declaration from individuals with personal history of my relationship to help prove our relationship is genuine applies only for common-law relationships??
or do I have to inlcude those too if Im being sponsored as spouse??
