I have been applied to canada spp program student visa on 2013 and Unfortunately it was rejected dut to following reasons they mentioned in rejection letter; gap in studies, over qualification for choosen course, and language proficiency.
After that I married a girl working in canada, now she met the PR appling 2 year period and it is a time to apply for our both permanent residency together. Now I have doubt about my previous student visa refusal. Dear Expert please guide me Whether my previous visa refusal will create any problem for current spouse dependent PR application? Please share your experinces?

Thanks,
Regards

As long as your declare the refusal in your application for PR - it won't be a problem.

That means ,I should mention student visa refusal in PR application or not?

Yes - you must mention the refusal in the section where you are asked if you have ever been refused a visa.
