Hey everyone, I am new here.

The situation is as follows: My parental sponsorship application has met the requirements to sponsor my mother. (I am the sponsor)

We recently received a letter asking my mother to submit a CSQ. My mother is living in Ontario and is planning to live there while I live in Montreal QC. She has retired and receives income from rental apartments. She is currently on a super visa status.

My question is: Does the CSQ apply in this scenario? If so, how can she receive it? Is she meeting the requirements?

I have 30 days to submit the CSQ and would greatly appreciate any help and guidance!

She needs CSQ. The point of the PGP is to reunite parents with their children so your mother would be expected to move to Quebec to live with you or close to you. If she is living in Ontario she isn’t actually applying to reunite with you.

Thank you for your quick response. At the time of the application, I was uncertain about staying in Quebec, but now my mother has reunited with my younger brother in Ontario. I assume she still requires a CSQ.

My main challenge is understanding the CSQ application process for my mother. Unfortunately, the link provided in the letter they sent my mother is broken, making it difficult to understand the process to obtain a CSQ.

Based on the information below, does it imply that to secure a CSQ, we need to submit an undertaking application to sponsor my mother first (for Quebec)? Or does my mom needs to apply for permanent residency to obtain a CSQ in Quebec parallel to the undertaking application? I saw that the conditions are for Skilled workers and/or international students. Can my mother still apply if she has retired?

"Application accepted If your undertaking application is accepted, you receive by mail:

  • A letter confirming your accepted undertaking application;
  • A copy of your accepted undertaking application;
  • An envelope containing the Certificat de sélection du Québec (CSQ - Québec Selection Certificate) of the person you are sponsoring. You must give it to that person. Note that the CSQ issuing time does not affect the processing time of the permanent residence application by IRC."
