Sorry, you cannot apply for an NOI, not sure that´s what you really mean.
If you have one year of skilled work experience, you can create an expression of interest profile to see if you are eligible under express entry.
Depending what province(s) you indicate as being of interest, and depending on that province´s requirements, you could receive an NOI from that province to apply for a PNP express entry nomination.
