im i correct in saying.

you have to have a job offer or be in one of the NOC list of job's.

in order to be considered for this,

can you not apply with your points threshold and job that is an Aclass but not in the current list required

applying from the UK

For FSW, you must have done one of the following:
1) lived or studied in canada,
2) have an AEO,
3) have one year of experience in the job list.

For Quebec's skilled worker program, no job is needed and no job list.

french isnt the best to be honest very basic.
if you where to get a job offer are you still allowed to apply via the skilled visa application

if you have an arranged employment then yes, you can apply for FSW. I do think that the job offer must be okay by the government to be counted as an AEO. I am not sure of the process or even if i am correct in what i am saying.

I think Basic french is still ok for QSW

The arranged job offer needs to be approved by HRSDC. The employer applies for the AEO. When he gets a positive AEO, he sends it to the employee to use it for immigration, see http://www.hrsdc.gc.ca/eng/workplaceskills/foreign_workers/poarremp.shtml
