Master degree with 17 year of regular education will give you 25 number. If your master degree is 16 year of education, that would be 22 points.

You have basic proficiency for reading and moderate for all other. As above member confirmed, you have got "7" numbers with this IELTS score. Now depends, how many points you need from language factor towards completion of 67? If you need more then 7, then prepare and sit for IELTS again, its good as you haven't applied yet, retake IELTS till you get required points.

listening 6.5 = 2 points
reading 4.5 = 1 point
writing 6.0 = 2 points
speaking 6.0 = 2 points

total 7 points

If you could get your speaking and writing from 6.0 to 6.5, you would have an extra 2 points for each of them. If you could get your reading from 4.5 to 5.0, it would give you one extra point.
