Should I withdraw or wait for refusal?

Hi Folks,
I have now completed filling my new application with all new forms. 8)
I have no doubt that my current application will be refused due to language score (CLB 9,8,7,6). When will that happen is the question.
So Should I just send the new application without withdrawing the current one? Or send an email to Ottawa notify for withdrwal before filing the new application?
Does having both applications at Ottawa hurt my eligibilty or the PR process?

If you are sure your existing application won't be accepted on the basis of your IELTS scores... e-mail to withdraw.

I agree, if you know for sure that your current application will be rejected, withdraw it.
