Should I applying for Nexus before or after moving to Canada

Hello Guys,

I am currently living in Detroit, MI (I work in Ann Arbor )with an H1B visa. I got my Canadian PR and planning to move to Windsor, ON. Since I have a long commute, I am planning to apply for nexus card before. The question is should I apply it before moving to Canada or after moving to Canada? I have been living in the US for 5 years and that satisfies the residency requirement but if I move to Canada, that would not be the case. So, please let me know your opinions.
