How would one go about doing this?

My mum's cousin has been in Canada for 50 years, and my parents would like to retire to be with them.

A cousin isn't close enough a relative to sponsor them, so how can they do this? They have plenty of capital to support themselves and pensions.

Suggestions gratefully received.
 
If your parents want to immigrate, they will have to qualify entirely on their own through an economic stream. Your cousin cannot sponsor them in any way.

If your parents are retired or close to retirement age, there's unfortunately extremely little chance they will be able to qualify to immigrate.

Basically it's not possible. They can certainly enter Canada as visitors if they hold visa-exempt passports and stay for 6 months at a time, and keep extending the visitor status as needed.

However they will need to always maintain a residence in their home country, and be prepared to leave if ever a visitor status extension is denied or they are denied entry for any reason.

If you're a PR or citizen and make necessary income, you can certainly try sponsoring them.
 
If they have all kinds of money, you should look into PNPs and Quebec investor programs. I haven't checked lately but there are some like Quebec that let you apply just based on investment and there are others that require business experience and actually investing in a business in the province. There is no maximum age limit for that.
