i am registered nurse here in the philippines and i am working for almost 2 years now. i want to work in canada but, i have a hard time finding an employer. can somebody help me? thank you for reading my post.
 
You need to be registered with any of the Nursing Authority in Canada first before you can apply and work as a registered nurse in Canada.

my question is does she eligible for the Canadian certificate program for express entry to get additional 50 points.
Her NOC code is 3012.

It's not clear what you are asking.

If you are asking about the Certification of Qualification that allows applicants to claim 50 points under Express Entry, then no - she is not eligible. This only applies to trades (e.g. plumber, electrician). Her occupation is not a trade.
