One of my friend applied for a Refugee status in Canada in 2000 and was refused and so the appeal in 2008. They got removal orders with section R49, R36 and came back to Pakistan.
They got Nomination under SINP and sent their application for PR at Buffallo. Their medical was done in November 2008. After that they did not hear anything from Buffallo?

Question is

Their refused Refugee claim shall effect/delayed/denied their application for PR in PNP class?

From the way you have explained, I know of someone with similar situation. From his case, he explained in a full detail during his initial appication about how he was refused asylum before.
So I would say; if they explained on the application there situation, without any lie, they will not have any problem.

Most likely - if there could be a refusal, it would have already came before medical request, if they already completed the medicals then just wait for the positive outcome.
