Questions about CEC in trasition period of upcoming EOI

By the end of this November I will fulfill the 12 month requirements of CEC.
I am planning to send my application at the beginning of Dec 2014.
I am wondering that would I still meet the requirements of old CEC if received before Dec 31, 2014 but file number after Dec 31 2014.
Because I heard that my application only be handled under old requirements if I got file number before Dec 31 2014, which is the last day of old CEC system.

I don't think so... It's the date when they receive your application counts, not when they issue you AoR and a file number.

I am also considering PNP while I am not sure if I can relocate to another province under new citizenship law. If I cannot relocate to another province or would got checked, I would apply under CEC only.
