I am applying for a student permit for a 2-month ESL course with intent of further study afterwards. I am having issues with proof of funding. Should I provide the required $5000 for the ESL tuition, living expenses, and return fligh, or do I need to show more since I want to stay and study afterwards?

Also, I have all of the money in cash since the banks in Belarus are not the most reliable. Hence, I cannot deposit the money and show a bank statement (it needs to be for 4 months). Can I deposit it and add a letter from my dad (my sponsor) saying that he has the funds. I could possible include his work contract for last and current year to show that he makes enough to support my studies. What is my best option? Can I buy travelers' cheques in the required amount and just show a receipt of the purchase? Can I open a Canadian bank account before I arrive to Canada and send the money into it? Are there any other options?

Do you already have conditional acceptance from a school where you are going to continue your studies after you finish the ESL course?
 
You're in a bit of a tricky situation. Study visas technically aren't needed for courses that are less than six months. There's a chance you might be refused and told to apply for a regular visit visa. There's also a chance you might be refused because CIC believes you're just using the ESL course as a means of getting to Canada and aren't a genuine student.

Is there any course you can take back home to fulfill the ESL requirement for Waterloo and then only apply for a student visa once you are ready to come here and attend Waterloo directly? I think this would be your best option if it's possible.
