I am going to ask pretty silly but simple question here. Can someone who was refused a study visa for Canada for academic reasons (and no other reasons) apply for a immigrant visa under a suitable category after obtaining 2 years of relevant work experience? Is it like once we are refused entry in any category visa then our chances are neglible the following times? Will his/her previous denial affect the immigrant visa process anyhow?We are talking about Indians. Thank you.
 
Study permit refusal has no impact on a PR application.

Just make sure you declare the study permit refusal in your PR application. As long as you declare the refusal, it will have absolutely no impact.
