Did you try calling the IRCC? Because on November 7 I checked my gckey and it said there Final decision: November 7 but still finalizing. I called IRCC and the agent said to just wait for an email. Then weeks passed I called again Nov 21 and the agent said that IRCC sent me an email last Nov 9 but I didn’t receive anything, none in my spam folder too, so the agent filed a report on my behalf requesting for the email to be resent to my email address. Then I received the P1 on Nov 27.

Can you tell me the IRCC number?

Seems like local offices are issuing the eCoPR’s now.
Has someone called IRCC recently? To check which visa office is working on their file?

IRCC doing the unexpected, no one can predict what they are upto. I called the service centre they told me my file is with my local office I clarified again asking is it not Montreal, they said local offices are advised to issue the eCOPRs.

I have got my eCoPR today and it has been issued at Montreal.

A lot of us here, don't worry you are not the only one. Right now they seem to process November 20-22 (although few days ago I saw one random person got P2 with his P1 on Nov 27). Try to be patient, I know it's hard.
