Police Certificate Question

Just getting a jump start in preparing for my husband's citizenship application.

Sponsorship filed in Feb 2018.
Husband came to Canada in June 2018 as a visitor.
Returned to original country for interview - Sept 2018.
Landed Sept 2018.

In this case do we still qualify to skip the police record under PR application exception?
I'm not sure if being back in the country for a couple days qualifies as immediate as it relates to the exception rule.

If he submitted a police certificate from his home country during the original PR application, he should still qualify for the exemption.
