Yes, you can. Canada has provinces and three territories. You put in an Expression of Interest with the province(s) you are eligible for. Some PNP programs are tied to EE. Each province has different requirements so check to see which province you are eligible to submit EOI.
So if I applied for Ontario PNP I would still stay in the EE pool and if i was selected from there through the FSW route then i can still take this up?

Yes. Assume you have a NOC that is selected through Human Capital Stream with a high enough CRS score or a job offer. There has not been a FSW draw since last year so expect scores of 470+ whenever they resume.
