Is it necessary to have a job offer before while to PGWP within 90 days of graduation from a post-secondary diploma?

There is a section in work permit .pdf document that asks for "Address" under intended location of employment on page 3 of form IMM5710E.

The IMM5710 form is one of those annoying multi purpose forms IRCC have created that covers some categories of new applications and also extensions so some sections are not required if not applicable. Just a shame that those sections are not obvious but for sure you do not need a job to be able to apply for a PGWP just have a valid study permit at the time you apply for the PGWP and of course within the 90 day window post graduation.
