Hello Guys :

Hope some one can clarify on this topic regarding French Knowledge requirement to get clarified under new PEQ program.

Pls find below the extract i got from quebec immigration site.


There are so many options and programs being considered can some one clarify what is the suitable one for some one who starting french from ZERO ( No prior knowledge).

Which option is suitable to get started from preparation point of view considering i can set aside 2 years for this PEQ program.

To be selected permanently as a skilled worked under the Programme de l’expérience québécoise (PEQ – Québec experience program), you must demonstrate minimum proficiency in spoken French, which corresponds to level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes (PDF, 1923 kB) (in French only).


The Ministère may at any time verify or assess your knowledge of spoken French during an interview.


The results of the Minister’s verification or assessment determine whether your knowledge of French meets the selection criteria for knowledge of spoken French.


Your declaration of knowledge of French on the form Demande de sélection permanente – Programme de l'expérience québécoise (PEQ) (A-0520-GF or A-0520-IF) (in French only) must be accompanied by one of the following documents:


  • a final transcript attesting to the successful completion of a at least three years of full-time secondary or post-secondary studies, done entirely in French (including the master’s and doctoral theses, if applicable) and, if the national language of instruction was not exclusively French, an attestation from the issuing institution indicating the duration of the study program and the language of instruction;
  • a regular licence to practise from a professional order in Québec, an attestation of fulfillment of the language requirements of a professional order in Québec or an attestation of successful completion of the examination administered by the Office québécois de la langue française for the purposes of obtaining a regular licence to practise;
  • an attestation of successful completion of a spoken French course in Québec, at level 7 or higher on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes (PDF 1923 kB), in an educational institution recognized and listed among the French courses admissible for the PEQ (only if you passed the course, were in the process of completing it or were registered for it on July 21, 2020);
  • the attestation of results of a French test or a diploma recognized by the Ministère that demonstrates a level of proficiency in oral comprehension and oral production of 7 or higher on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes (PDF, 1923 kB) or its equivalent (Level B2 or higher of the Common European Framework of Reference).




To be recognized by the Ministère, the diploma or attestation must be issued by an organization that offers these tests:


  • France Éducation international (formerly the “Centre international d’études pédagogiques”)
  • Chambre de commerce et d’industrie de Paris Île-de-France




The results must have been issued less than two years prior to the date your application was submitted.


The following tests and diplomas are recognized by the Ministère:



*The electronic versions of the above-mentioned tests are recognized, for example the e-TEFAQ. These tests are held in a centre certified by the organization that offers them.

For the DELF and DALF test results to be eligible, you may have to provide the original diploma or a certified copy issued by France Éducation international.

To satisfy the PEQ language requirements, the minimum passing grades for the DELF and DALF tests are:
  • DELF B2: 16/25 or more for the two oral exams;
  • DALF C1: 8/25 or more for the two oral exams;
  • DALF C2: 16/50 or more for the oral exam.
