What according to cic is a valid Pcc.
I noticed lot of people being rejected due to post dated Pcc.

What is a post dated Pcc??
Can someone elaborate?
 
In my case my Pcc was dated Oct 14th 2014 and i visited that country for 3 weeks after that.
I submitted my application in August 4th.

Was my Pcc still valid.
Because the requirements states that an individual is required to get a new Pcc once he stays in that country for more than 6 months.

Please advise

your pcc should be fine.

This is still a matter of debate. CIC isn't completely clear on this requirement. There are 2 places where they talk about PCC requirements and it does appear equally likely that you don't need a PCC if you haven't lived for more than 6 months in a row since getting the PCC last.

But your interpretation is more conservative and definitely more appealing in the face of indiscriminate cancellations.
 
Is it safe to upload 4 months old PC from country of residence? Or it is better to obtain another one?

I never lived in that country after that.
But i visited that country for 3 weeks.

Is it possible i can submit a new Pcc with an LOE via CSE.

Not sure if you need a new one:

•For countries in which the applicant no longer resides, the PC must be issued later than the departure date of the last time the client resided in that country for more than six months.
