Own a Company with Residance Viss or Citizenship

I have a company in Dubai(UAE) which I am planning to close down and move my business to Canada. I can open Canadian Corporations for non-Canadian residents in the Province of New Brunswick. Which mean I can OPEN and OWN a company in Canada without having a PR. Let me ask again.. Does it mean that I can open and own a company in Canada without a PR but I cannot work in my own office.
