Hi :

I just read the updated OP6. In the work experience section, below is the wording:

"Note: Exceptions apply to applications received between February 27, 2008, and November 28, 2008.
Someone who meets the requirements of the Ministerial Instructions today, but did not meet them on
the application received date, should be assessed in relation to today's date and not the application
received date. For someone who met the requirements as of the application received date, but no
longer meets them, the reference point should be the application received date. The rule of thumb is
to apply the requirements in a manner that favors the client. Applicants could not self screen before

Last month I received letter of rejection because I applied in August 08 i.e. after Feb 08.

Can any senior member interpret the language above. Is there any glimmer of hope for thousand of people like me who applied before Nov 28 but after Feb 27 ??? I might have false expectations but still no harm is reading :-)
 
It could mean one of two things.

1) The applicant still needs to meet the ministerial instruction.

If someone say had 5 months of 0213 in March 2008 and applied because they had enough point, they would be approved based on the fact that if they were evaluated today, then they would have at least one year of experience in the ministerial list.

If someone had 0213 from April 1998 to March 1999 (and then went to work as deejay) and applied in March 2008, this applicants, this applicant (if evaluated using current date) will be rejected because their ministerial experience doesn't fall within the last 10 years. Such applicants will be evaluated within the 10 year period prior to March 2008 and not the 10 year period prior to today.

One must still meet the ministerial instruction somehow.

2) or it could mean that the person must have met the ministerial instruction as of the date that CIC received the application. "For someone who met the requirements as of the application received date" - THE REQUIREMENTS here is a bit ambiguous. It could mean the ministerial requirement or the requirement on that date. It could mean the requirement on that date because they go on to say "Applicants could not self screen before the Ministerial Instructions were made public". It could also mean the ministerial requirements because I have heard of people being rejected on this forum.
