Are you aware of this link posted above ? It does not mention anything about having atleast 400 CRS or being invited first by OOPNP...

Asivad was talking about the OINP Human Capital Stream for Express Entry.
The link you posted is for the OINP International Student with a Job Offer stream.

For the express entry OINP they accept 2700 per year ..and yes you will receive 600 points and get an ITA under PNP
