Your best option would be to consider applying for a study permit, complete a 1 or 2 year course, then get a post graduate work permit for upto 3 years.
Otherwise you would need an employer to support an LMIA application showing that no citizen or resident is available for a particular job. This is is long involved/expensive process hence very few Canadian employers are willing to employ anyone from outside of Canada.
