I was advised from the call centre that the new law will be fully enforced during the second half of 2015.
3 agents informed me that if my application is in the CIC office on the 30th of June/2015, It will be processed according to the old law.
 
If anyone get his PR in July 2014, his application for citizenship will be considered in New rule/Old Rule?

New law definitely..
Bcoz CIC require us to stay in Canada as PR for at least 2 years before we can apply for citizenship, and the new law will come into effective in 2015(for sure it will not delay to 2016).

That is quite possible scenario. It makes sense if they want the new rules to become effective on July 1st. However it is all speculation. The 19 year old dependent rule was suppose to come into effect when the new parent sponsorship was lifted but it didn't. Only to see that the 19+ cutoff now goes into effect as of Aug 1st next week in time for the 2015 parent sponsorship.

We can debate til we are blue in the face on when the new citizenship rule will come into effect. So instead of debating it or worrying about it, just follow the old rule until CIC officially announce the effective date for the new rules. Save yourself the headache of worrying when the new rules will start. It is a long ways away.

I'm one of those who is eligible to apply at the end of June 2015. That's why for me was important to give them a call so many times in order to organize my travels.
If I want to apply according to the old law, that means that I have to stay in Canada until I apply next year.

After the phone calls I had with them, I also have a feeling that they will apply the new law on Canada Day 2015.

you are totally wrong,to apply for citizenship you need 4 out of 6 years as a permanent resident not 2 years.
the 2 years you are talking about here is RO (residency obligation) which you need 2 years out of 5 to maintain your permanent residence status.

Munchenxx is both right and wrong. Right in that the applicant must be PR for at minimum 2 years before they can qualify. That is based on the assumption that PR has stayed in Canada for 2 years before landing and can claim them as half days towards citizenship qualification. Wrong in that 2 years is the minimum qualification for citizenship alone.
