Thanks Scylla! Further research has encouraged us to apply for study permit outside Canada to complete his PhD Computer Sciences.
He would be living with me for the 4 years, so there would be very low housing costs. Tuition without high living costs would make this very possible for us.

How to present to IRCC in this matter. Would he have to declare dual intent?

We wish to marry and then apply for spousal sponsorship once he arrives in Canada on a study permit.

Once we have resided together for one calendar year, we aim to apply Inland spousal sponsorship while he continues 4 years full time PhD studies and also apply for the OWP.

The second " pathway" to PR would be for him to apply for the Ontario Immigrant Nominee Program Phd stream for opportunity to immigrate permanently as a job offer is not required to apply.

Don't mention dual intent. This seems to create more problems than it solves.

He should simply apply for a study permit based on being accepted into a PhD program in Canada.
 
Thank you. Can he use a work permit while having a study permit? Not being able to work for 4 years is undesirable. I am confident he will get work.
