Hello everyone,
my wife has obtained her PR card in 2016 and has competed 3 courses of francisation
offered by the government here in Quebec.
How can she obtain a NCLC certification or an equivalent document in order to add it to her citizenship application ?
She asked many times at the school (UQAN University in Montreal) but nobody seems to know anything.

The french courses were organized by UQAM? And they don't know how to give out a document stating she did French courses and what level of knowledge she has? That's very odd. They should know if 3 courses are enough to earn level 4 in speaking and listening. At minimum, they should be able to give out a certificate that she took those 3 courses and leave it to the immigration officers to decide if those courses provide the required level...
