Hello,

How can an Electrical Engineer who has never been in Canada, start working and living in Canada? Does he have to find a job first via internet and then apply for Work Permit Visa? Thanks

If you want to come to Canada on a work permit, then yes, the first step would be to find an employer in Canada who is willing to offer you a full time job offer. However that's not enough to apply for a work permit. That employer would then also need to obtain an approved LMIA. Once you have a job offer and approved LMIA from your employer, you would then apply for a closed work permit tied to that specific employer.
