Living in Quebec with PR but no CAQ

I live in upstate NY area and I am a US citizen. I am expecting PPR in the next month or so based on my July AOR and call to IRCC.

I am planning on living in the Quebec- NY border so I can commute to work in the US. I am wondering if I should land in Ontario instead of Quebec since I don't have a CAQ. Also can I tell the immigration officer that I intend to live in Quebec? Once I get my PR card will I have any issues living in Quebec without a CAQ?

Yes, this would be a problem as you must follow Quebec's immigration laws to immigrate to Quebec.

If you do not have CAQ and land in Quebec you will be expected to show plans to settle elsewhere. If you land in Ontario and tell the CBSA officer you intend to live in Quebec you will need to show a CAQ or you may be denied landing.

Once you are established in Canada, you can live anywhere, but the landing question is an issue.
