Living in Quebec and working in Ontario?

Hi,
I'm working as a developer on a contract for over a year now in Montreal. I have an open work permit and i came to quebec after graduating from another province. My staffing agency told me that they can change the payroll to be run from Ontario if required. Does that mean i can apply for Express entry(CEC) instead of applying through Quebec's Skilled worker programs?

CEC requirements include this line:

• planned to live outside the province of Quebec

In order to apply thru CEC, you need to promise that you will leave Quebec, and you need to prove it, such as looking for job in other provinces
