I am in a tricky situation and see if there is a 0.01% scope of success.

In US, Currently on a L1B Visa extension with an expired I-94.

My COPR is valid until April 1st 2019.

Wife is the primary applicant and she completed her soft landing.

What are my options?

1) Any laws which allows me to cross at POE, enter canada, complete the basic COPR activating duties and come back the same day ?
2) Give-up COPR and start dependent visa process?
3) Any chance of extending COPR ?

You have 0.00000% scope of success and 100% chances of denial.
1. Law require your approved extension with valid I94 for reentry from canada. I am not sure why you waited for this long instead of doing the landing before your extension.
2,3: Call cic and find out or find from the threads in other main sections of forum threads(other than this H1).

I think you should have planned it out better.. you probably might end up doing 2. 1 is definitely ruled out as there is no such thing that lets people come back without authorization.

If your spouse is on an independent visa like H1 or L1, you could get back as dependent after getting stamping.

Do you have an approved L1B extension? If yes, is there an I-94 at the bottom of the approval notice? That is your I-94 now and if it is valid, you can certainly use AVR to return to US.
