Are you sure about it?? As per my understanding quebec PR holder can only enter in POE of Quebec not anywhere else..as they have to give commitment that they wont leave quebec. (I know someone intended to work in Montreal landed in Toronto, told by VO that u should not come here if u want to go to Montreal). This is strange but true.

Quebec have their separate immigration rules because some criteria are different from other Canada. First is language. You should have some knowledge of french. So As FSW u can come to Montreal (quebec) and work BUT if you are quebec PR holder you cant leave quebec and work anywhere in Canada.
So if you have already job offer in Montreal u can come here, its a beautiful city. But if u just want to try your luck, Montreal should be your last resource (unless u r good in french). Being in Montreal and not knowing french I know how difficult is to find a job...any type of job.
