Not worth the paper it is written on unless it is an Approved Employment Option from HRSDC. Your cousin would have to submit the application for an AEO http://www.hrsdc.gc.ca/en/workplaceskills/foreign_workers/forms/emp5275e.pdf It is unlikely that the job would be NOC skilled category A, B, or O.
